When I was younger and Pokemon was the rage  , there were plenty of rumors circulating about how to get Mew.
1. Catch a Lv.5 Magikarp, and give it to the Day-Care Man. Come back after it has raised 45 Lv.s, to Lv. 50 (Oh, joy). Raise the Magikarp one level without a Rare Candy. In fact, just to be safe, don't use any items. It should evolve into a Mew instead of a Gyrados.
2. If you find the infamous "Missingno.", and it is in the shape of a triangle, catch it, and it will be a Mew.
3. Catch a Pidgey, and name it Mew. Save your game, turn it off then turn it back on. Your pidgey should be a Mew. (I've basically concluded that this doesn't work)
Remember these "cheats" are for Red and Blue Version, and are only Rumors.
Note: While on the S. S. Anne, instead of leaving after you've accomplished your mission, lose to a trainer ("blackout", as some would say). You will find yourself back at the PokeCenter, but lo and behold, the ship is still there! Don't go back in. Instead, wait until you get Surf (HM03) , but still don't go back in. Don't ever back in the ship. But that short dock leading to it has mighty possibilities...
After surfing around the ship and stuff, I found:
The ship has nowhere to go.
There is a truck*.
There are strange boxes**.
*In the Cerulean Lottery place, there is a seat where "A pair of keys is sitting here. The owner must have forgotten them." However, a friend told me a Lv. 255 Machamp (It's possible to get one, I think) can lift the truck to find a prize.
**Remember the moving guys in the PokeMart basement in Goldenrod? Compare the boxes...

Once, when the game was good, I got a muk level 120 in the Missingno area. I used for one battle and some how lowered its level to 100
